Attesting Turkish Documents (FAQs)

Yes - Turkey is a member of the Apostille Convention and Turkish documents can be legalized for use abroad with an Apostille Stamp when destined for other signatory countries without additional certification by the destination country.

When Turkish documents are required for non-apostille countries, such as United Arab Emirates - Taiwan - Malaysia - Thailand - Qatar they need additional authentication by the embassy of the destination country.

The Turkish Republic of Northern Cyprus is not covered by the Apostille Convention. Documents issued in Northern Cyprus, including university diplomas and certificates, must be attested by the Turkish Consulate in North Nicosia before they can be authenticated by the Turkish Ministry of Foreign Affairs with an Apostille Stamp.

Civil status certificates (multilingual extracts from the civil status registers)
Turkish birth, marriage and death certificates) issued in accordance with the conventions of the International Commission on Civil and Civil Status should not require Apostille Stamps when being submitted to one of the following countries:

Multilingual certificates of no impediment to marriage
Turkish certificates of no impediment to marriage are exempt from any formality for submission to the following countries (Munich CIEC Convention):
Germany, Greece, Italy, Luxembourg, Moldova, Netherlands, Austria, Portugal, Switzerland, Spain, Switzerland

Official documents that can be legalized in Turkey with an Apostille stamp include:

• Birth, death, marriage certificates
• Divorce decrees and certificates
• Criminal record certificates (Arsiv Kayitli Adli Sicil Kaydi)
• Univeristy diplomas and degree transcripts
• Company registration documents and company search reports from the Turkish Trade Registry
• Passport copies
• Court and trade documents
• Other documents certified by a Turkish notary

Documents required for submission to countries which have not acceded to the Apostille Convention will require additional attestation by the embassy of the recipient country in Ankara. Documents issued in the Turkish Republic of Northern Cyprus require preliminary attestation by the Turkish consulate in North Nicosia.

Turkish Apostille Stamps from the Ministry of Foreign Affairs are normally obtained in 1 -2 business days

The territory of Northern Cyprus is not covered by the Apostille Convention. However, documents issued in Northern Cyprus can be authenticated with an Apostille from the Turkish Ministry of Foreign Affairs after being attested by the Turkish embassy in North Nicosia.

Document legalization (or attestation) is a procedure which authenticates a public Turkish document so that it can be submitted in another country for official or legal purposes - for example, if you need to submit a Turkish birth certificate to the authority or embassy of another country, it will often need to be legalized.

Legalizing a document in Turkey certifies the authenticity of the signature appearing on the document as that of an authorized public official in Turkey and confirms the capacity of that official.

• Because Turkey is a member of the Apostille Convention, Turkish documents can be legalized by means of an Apostille Stamp when being submitted to countries that are also members of the Hague Apostille Convention
• If a Turkish document is required for a country that is not a member of the Apostille Convention, it will need to be legalized both by Turkish authorities and by the embassy of the recipient country (embassy in Turkey or non-resident embassy accredited to Turkey).

Multilingual extracts of Turkish birth, death and marriage records can be obtained in Turkey from the district civil registry office (nüfus idaresi/nüfus müdürlüğü or abroad from Turkish Consulates

Digital extracts can also be obtained online through Turkey's e-government portal (digital ID required):

No - in most cases it is possible to make a notarized true copy from a good quality scan of the certificate, which can then be authenticated with an Apostille.

Apostilles are not required when submitting Turkish Multilingual certificates of no impediment to marriage issued to the authorities of a country that has acceded to the Munich CIEC Convention. Members of the Munich CIEC Convention are as follows:
Germany, Greece, Italy, Luxembourg, Moldova, Netherlands, Austria, Portugal, Switzerland, Spain, Switzerland, Turkey.

Turkish birth, marriage and death certificates (multilingual extracts from the civil status registers issued in accordance with the conventions of the International Commission on Civil and Civil Status) should not require Apostille Stamps when being submitted to countries that have acceded to the Vienna CIEC Convention. The following countries are contracting states of the Vienna Convention:

Turkish Criminal Record Certificates (Arsiv Kayitli Adli Sicil Kaydi can be obtained online (digital ID required). Otherwise, applications can be submitted to a branch of the General Prosecutor’s Office in Turkey or submitted to a Turkish Consulates

Diplomas and transcripts issued by universities registered in Turkey can be notarized directly and then legalized or apostilled by the Turkish Ministry of Foreign Affairs. Diplomas from other North Cyprus Universities need to be certified by the Turkish embassy in North Nicosia, before being legalized by the Turkish Ministry of Foreign Affairs.

North Cyprus university diplomas required for submission to the United Arab Emirates require final attestation by the UAE embassy in Ankara.

Apostilles can be obtained to authenticate true copies of Turkish passports that have been certified by a Turkish notary. This can normally be done from a good quality scan.
